This is the first film to document work undertaken under the ‘Per Cent for Arts Scheme’. Arising from their joint participation in the Ringsend Waste Water Treatment Plant, Fingal County Council and Dublin City Council commissioned work from four artists: Amy Plant toured North County Dublin in a blue caravan,’The Multistop Shop’; Peter Fend & Ocean Earth advanced a project that advocated deriving methane gas from seaweed as an alternative to oil and nuclear options for fuel; Gerard Byrne documented North County Dublin glass-houses; and Tatsuro Bashi hung a cafe from a crane in Finglas as an architectural intervention. The film is a presentation of the opportunities for public art and subsequently a sympathetic look at how the artists fulfilled the brief given to them; it looks at how they arrived at their work and at the processes involved in realising their visions.
